Interesting - Howard County, which has not always been a hotbed for hoops on the state level, has seven schools in your ranking (out of only 12 in the county). Meanwhile, Montgomery has just three (out of 25 schools). I'm not refuting this (having not seen any Howard County teams play), just pointing out that this would represent a shift in talent statewide. Montgomery has been down for a few years, but over time I think has been better than Howard.

Montgomery has been down for a few years, but over time I think has been better than Howard. Springbrook did beat Reservoir this year. Springbrook was down 20 and came back. Overall though seeing both Moco & Hoco very similar with Hoco maybe having slight edge. Both are way behind Baltimore & PG county. Poly just beat nationally ranked IMG last night.

As far as extracting this from the rankings, it should be pointed out that Clarksburg, Churchill, and Blake are among the top 64, as shown on my twitter feed (@akathemamba) earlier this morning. Unfortunately,I didn’t post it here. Blair is #66. Nothing shows that HoCo is pound-for-pound better than their records v out-of-county MPSSAA opponents. HoCo is 39-17, MoCo is 16-16. Every team in Howard County has a winning record versus out-of-conference opponents. All twelve. Outside of playing lowly Urbana (2-15), who has gone 0-5 v MoCo, the county is 11-16 versus out-of-county opponents. As pointed out, Springbrook beat Reservoir by 3 at home in the holiday tournament, and Oakland Mills beat Richard Montgomery in overtime by 4 at home during their holiday tournament. All four are ranked between #17-25 - #17 Reservoir, #20 Springbrook, #23 Richard Montgomery, and #25 Oakland Mills. Reservoir is the hottest of the four, having won 10 straight, including wins over MIAA Red Division leader Gilman, and Oakland Mills. The other HoCo team in the top 25 is #24 Centennial, who has not only beat both Reservoir and Oakland Mills, but Anne Arundel league leader Annapolis (16-3). Wilde Lake, in fifth place in the county, lost to Northeast, the second place team in AACo, by 3, on the road. Atholton, in sixth place, lost to the sixth best team in Baltimore County, Randallstown (12-4), by 1, on the road. Howard, in seventh place, beat the second best team in Carroll County, Westminster (13-5). Glenelg, in tenth place, lost to the third highest ranked Anne Arundel County team, North County, by 3, on the road. State championships are just one measure of how "strong" a county is at a sport. With one dominant team, it would skew the view of a county's strength. Depth is talent is also to be considered. Additionally, each county is somewhat different in how many opportunities it has for state championships. Some counties are represented in multiple (or all) classifications, while other counties have very similar schools in size and are only in one or two classifications. Still another factor is that some counties have enjoyed the benefit of essentially an automatic qualifier for the state semifinals, by having regions made entirely of schools from one county (such as the 4A West region in most years). I would have never thought that Howard County was considered pound for pound better than MoCo over the last decade though. Looking at state championships (which, as stated above, is a flawed method for grading an entire county), here is the list from 2010-2019: Montgomery: Springbrook, 4A 2010 Magruder, 4A 2012 Howard: Centennial, 3A 2015 Oakland Mills, 2A 2015 (Interestingly, 2015 is the only year since 2007 that both PG and Baltimore City were shut out of state titles).

Valid point about Final 4 automatic qualifiers for a county, as MoCo has in 4A. Howard County hasn’t had that luxury, though this year they place ten teams in the 3A East. For the vast majority of the decade, HoCo has had 6 teams in 3A, 5 in 2A, and 1 in 4A (Howard).
The last six Howard County Final Four teams have had to beat out-of-conference teams in each season just to advance out of the region, including Centennial topping Annapolis in ‘12, in the regional final, and Reservoir topping the Panthers in the regional final the following year. Oakland Mills beat Douglass in the regional final in their championship year in ‘15, while Centennial had to beat both Poly and City on their way to their state title that same year.
River Hill beat Thomas Stone in the regional final to advance to the Final Four in 2018, while Reservoir beat Northeast in the regional final last year, then Thomas Johnson in the semifinal, before losing to the best public school in the state, Poly, in the final. Three of the six teams mentioned above didn’t even win or share a HoCo county title. All had multiple county losses. Only ’12 and ‘15 Centennial won an outright county title of the six.
I think MoCo could benefit by playing more out-of-county competition during the regular season. Richard Montgomery went 24-1, playing 23 MoCo County teams last year, before losing to 6-loss Broadneck by 13 in the semifinal. Similarly, Seneca Valley was 24-1 in ‘17 heading into the state semifinal, with just two out-of-county regular season games (20-0 v MoCo), before losing to 8-loss Potomac in the state semifinals. Seneca Valley had won all but two of their victories by double-digits.
As for this season, again, HoCo has a 39-17 record versus out-of-county competition, which speaks for itself, while MoCo is 16-16, despite playing an overall easier out-of-county schedule.

I have Atholton at #50, Clarksburg at #57. Both have a pair of top 50 wins, including one top 25 win (ATH - #24 Centennial, #45 Wilde Lake, CLARK - #23 Richard Montgomery, #39 Gaithersburg). At the #30-60 level, quality losses come into play as much as quality wins do, as the victories become more scarce. Both Atholton and Clarksburg have 6 losses. 5 (all in the top 50) of Atholton’s 6 losses were to teams with 12 wins or more, while just 2 of Clarksburg’s 6 losses came to teams with 12 wins or more. 4 of Atholton’s 6 losses were by 3 points or less.
